Scholar Highlights Mirza Naeini’s Enduring Vision for Islamic Governance

Qom, Iran – A scientific session titled “The Dilemma of Governance” was held Monday at the Qom Institute of Islamic Sciences and Culture, focusing on the political philosophy of the late Ayatollah Mirza Naeini and its contemporary relevance to Islamic governance.

Hawzah News Agency- Hojatoleslam Najaf Lakzai, Deputy Head of Research at the Islamic Propagation Office of the Qom Seminary and faculty member at Baqir al-Ulum University, analyzed the key dimensions of Mirza Naeini’s political thought based on the statements of the Leader of the Islamic Revolution during a recent meeting with scholars attending the International Congress on Ayatollah Naeini’s Thought.

Lakzai said the Leader devoted a significant part of his address to explaining Mirza Naeini’s personality and intellectual legacy, describing his seminal work “Tanbiyyah al-Ummah wa Tanziyyah al-Millah” as one of the foundational texts of Islamic political philosophy.

According to Lakzai, the Leader identified four main pillars in Mirza Naeini’s theory of Islamic governance:

  1. The necessity of establishing an Islamic government;
  2. The centrality of wilayah (religious authority) within the political structure;
  3. Public supervision through the Assembly of Delegates; and
  4. The rule of law grounded in juristic approval.

“These principles,” Lakzai noted, “represent the essential framework for just governance in the Shia political tradition, demonstrating Mirza Naeini’s commitment to both religious authenticity and rational, participatory governance.”

Expounding on Naeini’s conception of justice, Lakzai said the foundation of Islamic governance lies in resisting three forms of oppression — against God, against the infallible Imam, and against the people.

He further explained that Mirza Naeini viewed the constitutional movement not as an endpoint, but as an initial stage in the transition from tyranny toward a justice-centered Islamic order.

Citing Qur’anic teachings, Lakzai emphasized that injustice is the root of darkness and corruption, while true enlightenment emerges only in societies that make justice the cornerstone of policy and governance.

“In the revealed view, oppression brings social decay, but a government grounded in divine justice leads society toward divine light,” he concluded.
