Hawzah News Agency- The agreement was formalized in the presence of Hojatoleslam Seyyed Ehsan Rafiei Alavi, President of Baqir-ul-Ulum University, and Hojatoleslam Meysam Gholami, Head of the Cyberspace Research Institute, during a meeting held at the university.
According to officials from both institutions, the MoU marks an important step toward consolidating Iran’s scientific and research-based infrastructure in digital and cyber-related fields, especially at a time when cyberspace has become a major arena for cultural, political and security developments worldwide.
Expanding Joint Scientific and Strategic Capacities
Under the terms of the agreement, the two sides will expand cooperation in:
- strategic and policy-oriented studies,
- production of scientific and research-based digital content,
- joint academic projects,
- capacity-building initiatives,
- cyber education and training programs, and
- development of specialized research platforms focused on cultural, social, ethical, and governance-related aspects of cyberspace.
Officials noted that the cooperation aims to harness the shared capabilities of the two institutions in confronting emerging challenges in the digital sphere, supporting national cyber policies, and strengthening Iran’s intellectual and scientific presence in cyberspace studies.
Strengthening National Cyber Policy Research
During the signing ceremony, both sides emphasized the strategic importance of consolidating scientific partnerships among Iran’s academic and research centers. They highlighted that coordinated efforts between universities and specialized institutions play a decisive role in elevating the country’s knowledge base and shaping future-oriented policies in cyberspace governance.
Hojatoleslam Rafiei Alavi stressed that Baqir-ul-Ulum University—given its academic background, cultural orientation, and research capabilities—stands ready to expand its engagement in cyber policy studies, digital ethics, and the cultural impacts of online technologies.
Hojatoleslam Gholami emphasized the need for synergistic institutional cooperation, noting that the Cyberspace Research Institute views this MoU as a foundation for building new research networks, supporting scientific innovation, and enhancing Iran’s cyber resilience.
A Step Toward Integrated National Cyber Development
The MoU is expected to accelerate the production of research-based recommendations for policymakers, foster deeper academic exchange, and provide a structured framework for developing Iran’s future specialists in cyberspace, digital governance, and online cultural resilience.
Officials from both institutions concluded that the agreement marks a new phase in Iran’s strategic scientific alignment, ensuring that academic research and national cyber initiatives evolve hand in hand to meet the demands of an increasingly digital world.
