Hawzah News Agency- The statement, released as over 200 days of resistance have passed, exposes the satanic nature of the United States by citing its long history of treachery against Iran—from the 1953 coup, the eight-year imposed war, the Tabas coup, the downing of a passenger plane, and relentless sanctions to the recent two imposed wars and the ongoing genocide in Gaza and the region. It emphasizes that "America has sought to strike Iran, dominate its rich resources, and swallow it whole, but in every instance, the American enemy has been disgracefully defeated."
The Current Strategic Landscape
According to the statement, the enemy, in desperation, has escalated its hybrid war through economic sanctions, attempts at economic blockade, promotion of immorality and nudity, a vast cognitive and cultural assault in cyberspace, efforts to cause miscalculation among officials and the public, fomenting divisions, and supporting armed opposition groups inside and outside the country. In response, the Islamic Republic of Iran has increased its military deterrence, shifted from a defensive to an offensive strategy, identified and destroyed opposition groups, gained control over the Strait of Hormuz, and activated the Yemeni resistance front and control over Bab al-Mandab—strangling the West's economic lifeline and crippling the economies of the US, Israel, and Europe.
The statement notes that with the economic pressure from Iran and Yemen's control of strategic waterways, the lack of European support for the war, the weakening of Arab trust in America, the exposure of US defeat and Trump's false claims of victory, Trump's plummeting popularity, and the upcoming US midterm elections on November 3—which will determine the fate of Trump's agenda—the enemy now faces a choice: either accept Iran's conditions and retreat in disgrace, or enter a war that will bring unimaginable and crushing blows from Iran's powerful military and resilient nation.
Quranic Foundation for Victory
The statement affirms that victory is assured through reliance on God, patience, and steadfastness in supporting God's religion, citing Quranic verses: "Indeed, those who have said, 'Our Lord is Allah' and then remained steadfast—the angels will descend upon them, [saying], 'Do not fear and do not grieve, but receive good tidings of Paradise, which you were promised.'" (41:30) and "And Allah will surely support those who support Him." (22:40) and "Indeed, Allah is with the patient." (2:153)
Duties of the Islamic Seminaries
Ayatollah Arafi outlined six major areas of responsibility for the seminaries and clergy:
1. Continued Presence at the Frontlines of Defense
The seminaries and clergy have been at the forefront since the beginning of the Third Imposed War, inspired by the grand Shia sources of emulation, the Supreme Leader, and the religious scholars. This presence must continue under the guidance of the "Clarion Call Headquarters" (Qarargah-e Balagh-e Mobin) with greater strength and organization, involving students and professors across all fronts—propagation, media, field, and street.
2. Doubling Efforts to Sustain and Expand the People's Uprising
For over 200 days, the risen nation has stood firm, inspired by the Ashura movement and the lessons of the Islamic Revolution, thwarting the enemy's plots. The clergy must continue their extensive and active presence alongside the people, focusing on:
- Quranic explanation of the uprising and resistance, divine traditions of victory, and documented narration of the resistance front's triumphs
- Active presence in cyberspace to promote the discourse of uprising and resistance
- Combining this divine movement with prayer and supplication
- Enhancing insight, preventing division, and maintaining national unity around the Supreme Leader
3. Effective Engagement in Cyberspace: The Main Battlefield of the Enemy's Cognitive War
The statement warns that fewer than ten countries dominate the world's digital life, imposing their value frameworks on others. The enemy has chosen cognitive war as its primary battlefield—a war more dangerous than military conflict as it targets hearts and minds. The clergy must:
- Create public demand for lawful governance of cyberspace
- Form a "cyber axis" of seminary students and professors to counter disinformation
- Promote media literacy and understanding of cognitive warfare techniques
- Produce high-quality religious and revolutionary content
- Actively criticize Western materialism and arrogance
- Counter psychological warfare through truth-telling and hope-building
4. Preserving National Unity and Cohesion
The statement emphasizes that national unity around Islam, religious values, guardianship of the jurist, and national interests has kept the nation steadfast. The American-Zionist enemy, frustrated by direct confrontation, has focused all its capital on division: inciting ethnic, religious, and political differences; amplifying domestic protests; and attempting to separate the people from the Islamic system. The clergy must:
- Explain Quranic and narrative foundations of unity as a religious obligation
- Form a common front of clerics and leaders of Islamic sects against division
- Systematically answer new questions and divisive doubts
- Avoid political and factional disputes
- Explain the inseparable link between unity and resistance
- Maintain active presence in ethnic and religious regions
5. Promoting Modesty and Hijab: The Family Fortress Against Cultural Invasion
The statement warns that the American-Zionist enemy, having failed in military and cognitive warfare, has chosen the soft war and cultural invasion as its main battlefield—aiming to destroy the family foundation and promote immorality. The clergy must:
- Critically analyze the Western model of womanhood and explain the Islamic model
- Comprehensively explain hijab as a religious, rational, and social necessity
- Strengthen the role of mosques and schools in promoting modesty
- Produce high-quality media content on hijab, modesty, and family
- Expose the political and security dimensions of forced unveiling
- Create public demand for implementing hijab and modesty laws
- Enjoin good and forbid evil with kindness and compassion
- Invite women to play an active role in this cultural battlefield
6. Inflation and Economic Pressures
The statement acknowledges that the enemy's all-out economic war, combined with naval blockade, has imposed maximum pressure on the economy and people's livelihoods. While the government has made commendable efforts, some macroeconomic policies—regarding money, banking, financial markets, exchange rates, and essential goods pricing—must be revised. Point-to-point inflation has exceeded 89%, and prices for food, clothing, energy, and gasoline have risen significantly. The clergy must:
- Show practical sympathy with the people through presence in disadvantaged neighborhoods, establishing interest-free loan funds, and distributing aid with dignity
- Explain the Quranic and jurisprudential foundations of economic justice
- Work to reform macroeconomic policies and implement the Resistance Economy
- Encourage patience, sacrifice, and moderation in consumption
- Explain the enemy's economic war plot and the need for economic jihad
- Deploy specialists in economic jurisprudence to answer public questions
7. Supporting the Continuation of the War and Maintaining the Strait of Hormuz Until Full Deterrence
The statement quotes the martyred leader of the Revolution: "In the current situation, negotiations with the US government will not help our national interests, will not benefit us, and will not avert any harm from us," emphasizing that such negotiations would cause "great and possibly irreparable harm." The achievements in missile, drone, and electronic warfare, control of the Strait of Hormuz, the enthusiastic presence of the risen nation, and the wise leadership of the Supreme Leader—combined with the enemy's weakening in various domains—provide the necessary grounds for insisting on this strategic approach. The clergy must:
- Explain the jurisprudential and Quranic criteria for dignified negotiation with the enemy
- Explain the inseparable link between deterrence and peace
- Narrate Iran's defense achievements as "signs of divine power"
- Explain the Strait of Hormuz as a "historic opportunity" and unique "factor of authority"
- Deploy specialists in political jurisprudence and international relations
- Expose America's satanic nature through its historical record of treachery

Ayatollah Arafi concludes by honoring the Sacred Defense Week, sending salutations to the martyrs of the first, second, and third imposed wars—especially the martyred Imam of the Revolution—and congratulating the start of the new academic year. He emphasizes combining education with active presence in nightly street gatherings and the battlefields of this imposed and hybrid war.
