Hawzah News Agency - The Grand Ayatollah Khamenei answered a question about performing Wudhu and Qosl after tattooing.

Question: Can a woman do Tayammum instead of Wudhu and Qosl after tattooing when her eyebrows are wounded?

The Grand Ayatollah Khamenei: If the wound is open and water does not harm it, must do Wudhu and Qosl in normal ways and wash it. And if water is harmful, must wash around it (the wound); and taking the precaution, if it is not harmful, rub on it (the wound) with wet hand.
